Topic1 :  How should money spent on natural hazards be spent?
 
Suggestions of things to consider:
should money be spent on science (research) to understand hazards better or predict them more accurately?
should money be spent on preparing for natural disasters?
should money be spent on recovery from natural disasters?

Why?  What is your reasoning?  be specific.  Give examples and illustrations.  Remember that things that support your case, such as specific evidence or personal anecdotes, can make your case more persuasive.

Hint:  identify key questions and issues.  Summarize and outline what you think about.  Decide which components of the bigger issues that you want to pursue in more detail.  Think of where you might get more information about those points.  Think of evidence and reasons that support different ideas.  Remember, opinions without evidence and reasons to support them aren't worth much.
 

Topic 2:  Oil Energy in our future:  What do you think about it?

Suggestions of things to consider:
what is the effect of different forms of energy on our environment (and the environment on us)?
what is the effect of different forms of energy on our economy (and the economy on us)?
what is the relative cost of different forms of energy?
what is the sustainability of the use of different forms of energy?
what is the convenience and advantage or inconvenience and disadvantage of each type of energy?

You might check out web sites to learn more about different forms of energy, including oil.

Remember to get your group focussed, and not just wander aimlessly.  Identify what you want to focus on, and then do it.  You might, for example, start out "brainstorming" by asking each group member what they have to contribute, then pick one or two things to pursue further.
