given the constraints, only at C is there a source of oil (organic-rich limestone), a permeable layer through which the oil droplets can percolate upwards (water-saturated sandstone), and a cap-rock to trap and accumulate the oil (shale).

Second Puzzle:
Where (at the surface) would you drill for oil?  Answer = C.
